Peculiarities of filling stations design

Filling station is a complex of buildings and structures designed for filling transport with liquid gas fuel. 

Design group and installation crew of LLC “Specialized Constructive Bureau” perform all the works required for a filling station erection including:

1. Design and construction of traditional filling stations with subsurface and above-ground tanks;

2. Design of block-type, modular an container filling stations;

3. Development of projects on automatic filling stations;

4. Design and construction works on fuel supply points

5. Design and construction of filling stations for a large-size and substandard transport (including locomotives);

6. Development of projects on dual-use filling stations (for automobile and water transport);

7. Projects on dead stations for light aircrafts;

8. Turning traditional filling stations into wide-range filling stations;

9. Development of design documentation, manufacture and installation of process systems of filling stations;

10. Works on reconstruction, re-equipment and full-service integration of current filling stations;

The technological equipment of the Russian and foreign manufacturers applied in the projects has  all permits and certificates required. The complete set of a filling station is flexible, it can be changed depending on the station level – from a low budget filling station to a high-class one.

The project documentation designed is in accordance with the current legal acts and regulatory technical documents.

Minimal distance from liquid gas fuel stations to the facilities not related to it is accepted in accordance with Table 1, minimal distance between buildings and structures located on the territory of a liquid gas fuel station with subsurface tanks is accepted in accordance with Table 2, with above-ground tanks – in accordance with Table 3 of NPB (Fire Safety Regulations) 111-98*.

At filling stations the following premises and domestic buildings for a filling station staff can be placed: operator’s shack, reception, boiler room, dining area, safeguard service, WC facilities, clothing storage, tool rooms, spare parts storage rooms, equipment room. 

Apart from the filling stations stated above on the territory of wide-range filling stations, Automobile CNG filling stations or LHG filling stations (apart from LHG filling stations with single-shell tanks) and also on the territory of filling stations with subsurface tanks for liquid gas fuel storage it is permitted to place buildings (premises) of maintenance service of passengers, drivers and their transport. For a maintenance service of passengers and drivers there can be a provision made for a shop of accompanying goods, a café and WC facilities, for transport maintenance service – maintenance service points and car wash points. 

Subsurface tanks are considered to be tanks (pipelines) located above the ground fully or partially, back filled with soil not less than 0.2 meters (for tanks and pipelines with liquid gas fuel) or not less than 0.5 meters (for cylinders, tanks and pipelines with compressed natural gas or liquefied hydrocarbon gas and its vapors) or protected by other noncombustible material providing with the same thermal insulator from fire exposure. At that there is a provision with integrity (prevention fill from failure, prevention from caving between a tank (pipeline) and a material protecting it etc.) within the operation hours and under tank (pipeline) service conditions. 

In premises of transport maintenance service there is no provision for technological processes involving combustion gases, inflammable liquids, combustible dusts (for example, painting and so on).

On a filling station territory underground facilities, isolation areas, underground structures (tunnels, canals and so on) with available space are not permitted. 

In transport maintenance service buildings there are to be not more than three maintenance service points. Premises of different functional specifications are to be divided by separating walls made of noncombustible materials and premises designed for vehicles installation (apart from a power operated wash), fire fighting separating walls of Type 1. 

With design of filling stations designed for placing in the residential areas it is permitted to make a provision for premises of maintenance service points of motor cars only.

Sheds are to be made of noncombustible materials. In a cover of sheds of not less than 4 meters high fire-resistant materials are allowed (except for sheds or parts of sheds located over the areas of trucks filling). Installation of sheds over the areas for road tankers and over above-ground tanks for liquid gas fuel and LHG storage is not permitted. 

Site for liquid gas fuel road tankers is equipped: with flaring of no less than 150 millimeters high; with entrance ramps (flat side walls of the site) for a safe entrance and departure of a road tanker; with an emergency tank (single-shell tanks are allowed) and an unloading line which ensures fuel unloading without its spillover to the rest part of a filling station with a possible depressurization of drain connection of a road tanker. At that an emergency tank is made of noncombustible materials which prevent fuel from penetrating into a soil. Capacity of this tank is to exceed the capacity of road tankers under operation by not less than 10%. 

There is no provision for aerial transmission lines at a filling station. 

Subsurface single-shell fuel tanks are installed inside shealths (apart from emergency tanks) made of materials resistant to oil products and environment affects within the operation hours and under service conditions, and also preventing fuel from penetrating into soil with a possible spillage from the  inner space formed by walls of shealths and tanks. Space between the walls stated is filled (tightened) with a noncombustible material capable of sucking fuel. 

Equipment of process systems ensures performance of acceptance, storage, deliverability, desludging, deflation (elimination of bottom water) operations and leak tests using a trenchless method only (except for transport filling ).

Tanks of traditional filling stations can be single-shell or double-shell. Distance from a grading elevation to a tank is to be not less than 0.2 meters.

At block-type filling stations along with the requirements for traditional filling stations one has to consider the following requirements:

- fuel tanks are to be double-shell;

- fastening of connection unit of a process mine to a double-shell tank is to be maintained under plant conditions by pressure-tight joints;

- walls and lids of process mines are to be made of noncombustible materials only;

with space in process mines and sumps with fuel equipment located out of the pump islands there has to be a provision for a continuous automatic fuel vapor concentration control system.
